His ranger's hat is cocked
at a disturbing angle.

His brown fur gleams
under the high sun
as his paws, the size
of catcher's mitts,
crackle into the distance.

He is sick of dispensing
warnings to the careless,
the half-wit camper,
the dumbbell hiker.

He is going to show them
how a professional does it.

poetic devices? I can see your problem -- not any really obvious "devices."

IMAGERY. I guess you could mention imagery -- sudden specific details which act to create images in our minds -- "red can of gasoline," "wooden matches" the "ranger's hat ... cocked at a disturbing angle" -- and so on.

The poet is working hard to put an almost movie-like sequence of images in our heads ... the term would be "cinematic" -- as we watch the Bear's ominous behavior.

ONAMOTOPOIEA -- "crackle" acts as onomatopoeia -- a sound word -- but it also serves as foreshadowing, hinting at the crackling of flames that we'll hear soon ...

ISOCOLON is a rhetorical device that refers to the use of parallel grammatical structures. In this case, the lines:

the half-wit camper,
the dumbbell hiker.

is an example of isocolon.

SIMILE the phrase "his paws, the size of catcher's mitts" is a simile

VARIED STANZA LENGTHS -- finally, the poet is using varied stanza lengths -- alternating four-line and two-line stanzas. The shorter stanzas gain more emphasis ... and the second line of each (both of which sound a more sinister note) take on even more emphasis.

ALLUSION ... and, of course, the central device of the poem is allusion, a reference to a "literary" figure from a work outside the poem. In this case, it's a type of ironic allusion, as the poet ironically appropriates the character of Smokey the Bear.
